Police clearance certificate Oman: who needs it and why

A police clearance certificate shows that you have no criminal record. In Oman the Royal Oman Police (ROP) issues it as a non-conviction certificate. Some employers still call it a good conduct certificate. Two situations bring people to this page. The first is a foreign worker whose Omani employer asks for a certificate from the home country. It must be attested so Oman will accept it. The second is a current or former resident who needs an Oman certificate for a job or visa abroad. That one must be attested for use there. Both cases run on two rules: the certificate must be recent, and it must carry the right chain of stamps. When a work visa or residency asks for it

The employer applies for the Oman work visa after a labour clearance from the Ministry of Labour. Many employers and licence bodies ask the worker for a home-country police certificate in that file, next to attested degrees and a medical report. The Golden Residency programme, run by the Ministry of Commerce, Industry and Investment Promotion, also wants proof of a clean record. If you later move from Oman to another Gulf state, Canada or Europe, that country will ask for an Oman certificate for the years you lived here. How to apply inside Oman

Residents apply online. The gov.om service page for the non-conviction certificate sets the fee at OMR 3 for Omanis and OMR 20 for expatriates. You log in to the ROP app with a Mobile PKI SIM or with a one-time code sent to an Omani mobile number. The request has two steps, submit and approve, and the service card lists the online request at about 3 minutes. The certificate is issued as a PDF and emailed to you. If you prefer the counter, the Directorate General of Inquiries and Criminal Investigation in Qurum, Muscat, takes requests in person. You can also send someone with a power of attorney. Omani citizens who need a certificate for a licence, such as a training institute or a media project, use a separate gov.om service. It costs OMR 10 and lists a processing time of 14 days.

How to apply from outside Oman

Former residents whose Oman residency has ended use the ROP e-certificates portal, which has a separate "outside the Sultanate" option. The gov.om rules are clear: you must be outside Oman at the time, and you enter the last passport you used to enter the country and the civil number from your residence. You fill the online form, pay, and receive the PDF by email. A "previous requests" button lets you resend a certificate that did not arrive. Keep your old resident card number and passport copies for this reason. How long the certificate stays valid

A police certificate differs from a degree or a birth certificate in one way, because it goes stale. The ROP does not print a validity period on its public pages. The office that receives it sets the window. Employers and visa offices commonly accept a certificate only if it was issued in the last 3 to 6 months. This matters because the chain of stamps eats into that window. If you order the certificate months before you need it, it can expire before the visa file closes, and then you start again and pay again. Order it when the rest of your file is nearly ready, then attest it without delay.

The attestation chain for a foreign certificate

Step 1, home country. The police authority or a notary confirms the certificate, then the home country's foreign ministry attests it. Some countries add a state or home affairs stamp first.

Step 2, Omani mission or e-attestation. The Omani embassy in that country attests the foreign ministry stamp. Since 23 January 2025 Oman's Ministry of Foreign Affairs (MOFA) runs an online attestation service with Oman Post. That service replaces the embassy visit in the countries it covers. The first phase covered the UAE, Bahrain, Kuwait, India and Sri Lanka, and Saudi Arabia and Qatar joined on 23 February 2025. MOFA says more countries are added in phases.

Step 3, Oman. MOFA in Muscat gives the final stamp. Its attestation page lists the fee for a certificate of non-conviction at OMR 10. MOFA no longer takes papers at its own counters, so you apply on the Oman Post attestation platform or at an Oman Post branch. The branches are Airport Heights and Qurum in Muscat, Sur, Sohar, Nizwa, Salalah, Al Buraimi, Khasab and Madha.

Attesting an Oman certificate for use abroad

The chain runs in reverse. The ROP certificate first goes to MOFA through Oman Post, at the OMR 10 fee. Then the embassy of the country you are going to adds its stamp in Muscat, which is why many readers end up on our document attestation and embassy services page. Some countries then want a final stamp from their own foreign ministry on arrival. Embassies usually ask for the original certificate, so copies will not do. Documents to prepare and how long it takes

Keep the original certificate, a copy of your passport, a copy of your Oman resident card if you had one, and a recent photo. Add the certified translation if the certificate is not in Arabic or English. Timelines vary by country. The Oman online certificate is fast once you have PKI or OTP access.
